 11th INTERNATIONAL ROTARY SHORT FILM FESTIVAL (ROFİFE) CONTEST SPECIFICATIONS

 

CONTEST SPECIFICATIONS

Item – 1 FESTIVAL CONTEST 

Festival Contest, will be carried out in 4 category ‘’Fiction, Documentary, Animation, Experimental’’, only the appropriate films will be attending to contest.

Item – 2 THEME AND CATEGORIES OF FILMS 

Festival Contest, will be carried out in 4 category ‘’Fiction, Documentary, Animation, Experimental’’. Contestants will specify the category of the film during the upload of the film to the web site. Even though this information is given, if there is a conflict about the category, Contest Grand Jury is authorized to determine the category of the film. If there is not enough application to a certain category the Main Committee is authorized to decide to either combine the category with another category or not to give an award in that category.

The theme of the films applying to Festival Contest is unrestricted but the films about Rotary’s 6 main Philosophy which are WORLD PEACE, MOTHER AND CHILD HEALTH, CLEAN WATER AND HIGENE, PRIMARY READING AND WRITING, FIGHTING AGAINST DESEASES, ECONOMIC AND SOCIAL DEVELOPMENT will have priorityin contest.RI District 2430 ‘’D-2430 Special Award’’ is independent from category and will be given considering 6 main philosophy of Rotary.RI District 2430 ‘’Film Club Special Award’’ will be elected from the films produced by Rotary, Rotaract, Interact Clubs that are chartered by Rotary International and/or members which is about the ‘’4 WAY TEST’’

Item – 3 APPLICATION AND APPLICATION DATES Registration dates for Festival Contest registration is between 22 October 2018 - 17 March 2019 Festival Contest applications will take place on web site www.rofife.org , by uploading films to specified field in the web site. The process details will be published in the web site www.rofife.orgFailure to apply because of technical difficulties or faults about uploading is the responsibility of the applicant.

Item – 4 TECHNICAL SPECIFICATIONS OF THE FILMS

  • Participating films will be limited to 20 minutes. (Including credits). If a film is more then specified time but in the means of Rotary ideals it is worth presenting, the participations of the film to the contest will be decided by the Rotary International Short Film Festival (ROFIFE) Committee
  • Films can be colored or black and white.
  • Screen size format can be 1.33, 1.37, 1.66, 1.85, 2.35.
  • Film sound should be specified in the application form as Optic, Dolby stereo.
  • The contest Language is English or Turkish. If the film is in another language there should be subtitles and subtitles language is preferred to be in Turkish.

Item – 5 THE DOCUMENTS TO BE UPLOADED TO THE WEB SITE WITH FILMS 

The attendants should upload the following documents as specified to the web site www.rofife.org to be accepted to the festival.

  • Application form should be filled completely.
  • Film summary should be at most 400 (four hundred) characters in the specified area.
  • Director biography and filmography should be in the specified area.
  • At most 4 (four) behind the Scenes photograph maximum 1024*768 size and ‘’jpg, jpeg’’ format should be uploaded to specified area.
  • Director photograph maximum 640-480 size and ‘’jpg,jpeg’’ format should be uploaded to specified area.
  • If the film has a poster maximum 1024*768 size and ‘’jpg,jpeg’’ format should be uploaded to specified area.
  • If applicable provide a list of the festivals and awards in the specified area.

The Competing Films;

  • Competing films must be shot after January 2018. Films that are shot before are not accepted.
  • Films that will take place in the performance part of the festival will be decided by the Rotary International Short Film Festival (ROFIFE) Committee
  • Films that are sent will be archived in the RI District 2430 archives and /or at a associated University library archives.
  • The films will not be returned after application.
  • Films, which attended to other festivals and contests, can attend to the festival.
  • People who take place at Pre Election jury and/or Festival Grand Jury can not apply to this contest.
  • The decision of Pre election jury and Festival Grand Jury final and binding.
  • Copyright is the film owner responsibility.
  • If the owner of the film does not want his film to be seen by the third person, they should upload their film to another site that is available for film upload, approved by Rofife Committee and comply with the description that are defined in www.rofife.org and limit to third persons to see the movie.
  • Publication, replication, usage etc. rights of the winning piece is owned by Rotary International Short Film Festival (ROFIFE) Committee.

Item – 6 JURY ESTABLISHMENT

  • Films that are uploaded to web site until  17 March 2019  will be evaluated and send to Grand Jury evaluation; by 25 different Pre Election Jury who are established by Rotary Clubs which are assigned by the Rotary International Short Film Festival (ROFIFE) Committee in the cities Adana, Ankara, Antalya, Bakü, Eskişehir, Gaziantep, Kastamonu and Samsun,
  • Rotary International Short Film Festival (ROFIFE) Committee is free to establish Pre election Juri in the mentioned cities as well as other cities.
  • Festival Grand Jury who will be elected from within the pre election juri, will announce finalists and other place winners not later than second week of 2019 April.

Item – 7 AWARDS

  • Rotary International Short Film Festival (ROFİFE) awards will be given to contestants who are selected to be in the first three places in each category ‘’Fiction, Documentary, Animation, Experimental’’
  • Rotary International Short Film Festival (ROFİFE) Committee will present two ‘’special prize’’ other then the ones mentioned above which are;

    • D-2430 SPECIAL AWARD will be given to a film which has a theme of Rotary’s 6 main Philosophy which are WORLD PEACE, MOTHER AND CHILD HEALTH, CLEAN WATER AND HIGENE, PRIMARY READING AND WRITING, FIGHTING AGAINST DESEASES, ECONOMIC AND SOCIAL DEVELOPMENT in any category.
  •  
    • FILM CLUB SPECIAL AWARD will be given to a film produced by Rotary, Rotaract, Interact Clubs that are chartered by Rotary International and/or members which is about the ‘’4 WAY TEST’’
  • Festival Grand Jury; after the evaluation; has the power to give more than one honorable mention awards.
  • Awards financial worth will be determined by Rotary International Short Film Festival (ROFİFE) Committee.
  • Festival Grand Jury, may not find films that are uploaded to compete at the Rotary International Short Film Festival (ROFİFE) worth awarding.
  • The only authority for distributing the awards is Rotary International Short Film Festival (ROFİFE) Committee and applicants does not have a right to object in this matter.

Films that are awarded will be announced at the award ceremony and announced at the web site www.rofife.org .

Item – 8 RESPONSIBILITY

  • Rotary International Short Film Festival (ROFİFE) Committee can not be held responsible for films that are not uploaded on the web sitewww.rofife.org on time and losses and damages during upload.
  • Rotary International Short Film Festival (ROFİFE) Committee can use maximum 1 minute long pieces from every film to use in the trailer. Trailers can run in news, use for publicity and advertisements
  • Rotary International Short Film Festival (ROFİFE) Committee can eliminate films that are not obeying the rules
  • Contestants will confirm that they understand and agree the rules and regulations that are stated by marking the specified box in the web site www.rofife.org .

Item – 9 APPLICATION FEE

Rotary International Short Film Festival (ROFİFE) application is free of charge.

İtem - 10  

Festival application will be made by the director or the legal representative of the film.
in collective application must show the legal authorization. The final decision belongs to the organizing committee.

Item – 11 EXECUTIONS 

The execution authorization belong to Rotary International Short Film Festival (ROFİFE) Committee and Festival Grand Jury; the right to decide on any conflicts about the contest belong only to Rotary International Short Film Festival (ROFİFE) Committee and Festival Grand Jury.
